A wheelchair provided under the combined personal wheelchair budget remain the property of the NHS and is therefore subject to VAT. A wheelchair provided under third party, will be zero rated under item 2 of Group 12 of Schedule 8 of the VAT Act 1994. If the user decides to choose the third party PWB, a VAT exemption form will need to be completed.

For Combined PWB, AJM will cover repairs that are crucial to the wheelchair’s functionality. No upfront payment is required for repairs of additional accessories or features that do not affect the wheelchair's core functionality (e.g., an extra set of high-performance tires); however, responsibility for repair, maintenance, or replacement of such items lies with the service user or the funding source. Any embellishments (e.g., phone holders) not essential to the wheelchair's function must be funded by the user, with responsibility for their repair, maintenance, or replacement also falling to the user. For the Third Party PWB, AJM provides a contribution towards repairs and maintenance, but since the chair will be owned by the user, it will not qualify for AJM repair services.
